Nope, not possible.  It just doesn't work.
Rei-1, Rei-2 and Rei-3 all have the same soul, and that soul is Lilith's.
Aside from the fact that putting Lilith's soul into a clone of Adam would be
a BAD idea (forbidden joining of Adam and Lilith, anyone?), the issue of
soul-divisibility has been argued to death on the ML, with the conclusion
that souls are -not- divisible.  When Rei-1 dies, Lilith's soul transfers to
Rei-2, and there would be nothing left to put into Eva-00.

As for Naoko Akagi in Eva-00, I liked the idea because it was twisted.
However, I must concede that it is highly unlikely since Eva-pilot
synchronization works on the mother-child relationship.  (Note: not the
flesh, but the emotional bond = A^10 nerve).  This alone explains Rei's sync
problems since, as a clone, she does not have a mother so there is no
natural bond between her and the soul in Eva-00.  Putting Naoko Akagi into
Eva-00 would only complicate matters given Naoko's feelings towards Rei, so
unless Nerv wanted to cripple one of their main weapons from the start, this
would be a stupid thing to do.

The "personal data patterns" spoken of during the cross-sync tests
definitely refers to the patterns of the pilots.  At that point in the
series the Eva were still "things", and there was no hint that they were
"human/persons" until much later.
