In a very general sense, yes, but as I said in my previous post, Eva-pilot
synchronization appears to depend on the *emotional* bond between the two
entities.  Furthermore, as seen by the two known cases (Shinji and Asuka), the
system also relies on the maternal instinct of the mother (Eva) to protect the
child (pilot), so placing Rei (the pilot) as the mother in the relationship
would not work.

When does Rei say that she is bonded to "all people"?
And even if this is true, it still makes Naoko Akagi a bad choice because of
the bad feelings between the two.  It is a fact that Rei had trouble
synchronizing with Eva-00.  If that trouble was due to Naoko Akagi's soul in
the core, then Nerv are a bunch of idiots.

The mother-child link is an "all other things being equal" condition that
obviously does not apply to Rei and Kaworu, so the next most obvious
explanation for Kaworu's ability to sync with Eva-02 at any level, in addition
to his Angelic nature, is that the "soul of Eva-02 had shut itself away."  This
would IMO limit any interference from the Eva side.
