Kaworu only talks about "uniting/joining" with the Eva, and never about
"controlling" it.  Furthermore, since he clearly states the condition of "when
the unit does not have a soul", his first two lines are moot because shut away
or not, Eva-02 *has* a soul.

The only mention of Rei is:
"A coldly smiling Rei draws closer, and changes to a terrible expression at the
end of the cut."

Maybe there is something on the previous page.
