That's Shiiki-Jitsu. There used to be subtitled version floating
around the torrent networks (this was back in the day of SuprNova
though). I haven't seen it available since.

I have the R2 DVD - and I must say, I'm impressed. Very different kind
of story, and thankfully shot with a lot more maturity and restraint
than Love & Pop. I really liked Shiki-Jitsu, and while it doesn't mean
much I think it's Anno's best post-Evangelion work.
