Then, why pray tell, is this list publishing translations of the EVA manga?

They are derivative works covered by the original's copyright.

You would also do well to *publish* this policy; it's only covered in the
archives, since the mailing list policy document hasn't been distributed
to the list since 1999 and has disappeared from the net.
