Mmm...Beijing proper is at about 45 meters elevation, although as a municipal districts it includes considerable territory above 60 meters. Berlin, at 55 meters, is also rather marginal. It looks bad--although perhaps, as with Beijing, there are nearby highlands where a base could be located. The fact Asuka came to Tokyo-3 by sea rather than land perhaps suggests a waterside location. It is even possible that the land was diked and reclaimed, as in the Netherlands. It would be a massive effort, but so was the excavation of the Geofront...There are broad hints that SEELE is linked to Germany, so perhaps Kiel might have made it a priority. I realize I'm trying to cover Gainax's ass here ^_^
