Actually, there are shopping places INSIDE the rail stations. In Tokyo and other 
cities, rail stations have become much similar to huge malls.

Anyways, Ito is the zone as per the screen text in Death. Yokohama being further 
up north towards Tokyo, and Hakone being the closest seaside area to New Tokyo 3, 
it must just be that they only had the Yokohama material to work with.
