Well, I've got the manga version of events on my mind, although it
doesn't necessarily speak for the anime, of course. Adding to the list
of people who can't resist Ritsuko are the dirty old men of SEELE,
masturbating furiously inside those monoliths. They didn't make
Fuyutsuki strip, you'll notice.

The Ritsuko bit was Gainax bad taste IMO. Would Rei have had to strip
