That is my interpretation, yes.
The reasoning is that even given the similarity in bodies (both born  
from Adam), the two could not join/merge because of the A.T.Fields  
produced by the respective souls.  However, if [unspecified one of  
them] does not have a soul and the other one's soul has shut itself  
away (and thus cannot consciously prevent the joining/merging), then  
the two bodies can join/merge.  Thus, in order for them to join/ 
merge, two conditions are necessary: 1) one of them must not have a  
soul, and 2) the other soul must allow or be unable/unwilling to  
prevent the merging.

Hence the word "If" in this case.  He knows he has a soul (and uses  
it to generate his A.T.Field), so he is speaking in the  
hypothetical.  It does raise the interesting possibility of an entity  
that is both soulless and aware (like the Rei clones?), or that is  
alive but possibly unaware (like the body of Lilith that Rei merges  
with in EoE).
