That would require a slight rearrangement of the grammar (see  
previous post) and also some additional, unstated information ("now I  
can control it" (obviously true but not stated), "lesser grade of  
merging" (false IMO)).  However, the grammar is what it is, and a  
"lesser grade of merging" is like "a little pregnant".  You either  
are pregnant or not; there either is merging or not.  Control is not  
merging, and it is possible to control without merging.  If Gainax/ 
Sadamoto had just meant control, then there is any number of words  
they could have used instead of "douka (join/merge)".

Of course I also believe that [ability to join/merge if Eva-02 did  
not have a soul] can be extrapolated from Kaworu's words, but in this  
case that is not what the specific Japanese says.
