That is part of how they were billed, yes, "but the truth is not  
known."  :P

(In addition to the possible 'modifications' mentioned by "E", there  
are also rumors that they 'fixed' certain sequences that had  
originally been dubbed in using video decks rather than animated  
using bank cels because they ran out of time during the TV airing.   
So while these sequences are technically the same, they are also not  
exactly the original TV releases.)

That is correct.  I do not have one, but I remember seeing them all  
over the Yahoo! Japan auction pages many years ago.  And a quick  
search shows... one copy currently listed:
