I think it does make sense.  GAiNAX presumably would
want to licence the merchandising rights to a company
in the US.  But the licence fee they could get would
be less if they were actually competing with the US
company (by accepting orders from the US), since any
US company would want exclusive rights.  By refusing
to ship overseas, GAiNAX can ask a higher price for
licence fees.  IMO.
