Gendou's overwhelming desire was to re-unite with Yui. He (& Ritsuko)
said in ep.25 that the void in mankind's psyche could only be filled
by mankind reforming into the 18th angel. This they wanted, so to me
it seems a similar outcome to SEELE's was desired, but instigated &
controlled independently.
Or have I got it wrong?
