Perhaps he is simply referring in a general manner to the content of
DEATH?  

Many anime shows of the period wrapped up production while
pre-production was
underway for the obligatory 'condensed' movie version of their show.

DEATH certainly fits that 'compilation movie' cliche.  It doesn't seem
unreasonable
that some segment of Gainax may have begun some work on a movie project
that
would become DEATH (and later be expanded into EoE) as the source of
Otsuki's
reference. It may depend on what extent of those efforts he'd be
willing to claim
as 'in production' status.

All in all, the Mainichi interview was interesting, but I think it
should be taken with a
grain of salt.  The article does evidence a real amount of ignorance in
both Eva and anime
('manga' on TV, heh) on the part of the author, and I suspect Otsuki
might have been 
making certain assumptions on the author's & readers' basic knowledge
that may have been
assuming too much.  Much of it comes across as more anecdotal than
anything else.
