The board made of PTA members and TV Tokyo execs got to screen the scripts and 
ditch what they thought they wouldn't want aired. Remember that TV Tokyo is a 
station with a very strict set of policies, such as no bloodshed on screen (check 
out Noir and notice how it's stylized so that even a show about hitwomen is 
nearly bloodless).
IIRC, they sacked the chief of programming for the Misato-Kaji offscreen 
intercourse.
It's very possible some sketches exist yet, but none of this became public.
