Possibly, given the emphasis on new characters and settings, but  
there really isn't enough info to say one way or the other right now.

I have read that Newtype magazine, and the only Eva info was the  
scans that appeared on the web, and of that only the small part of  
producer Ohtsuki's interview that I translated was really relevant.   
The rest is just fluff like the two-page intro image that also  
appeared on the web and then two pages of product promotion. (Heh -  
typical)

The official page (http://www.evangelion.co.jp/theater.html) says  
that the first three parts (90 min/90 min/45 min) will consist of new  
35mm film and redone douga (cel drawings) made from the existing TV  
series genga (base drawings), newly redone backgrounds, and with a  
lot of newly created cuts/sequences added.  The 4th part (45 min, to  
be released simultaneously with the 3rd part in a first half/second  
half format (like EoE)) will then be a completely new production that  
will conclude the series.

Other than that we'll just have to wait for more info.
