Actually, he did. He provided many of the plot details as well as the defining personality traits of the main characters. He was the one to come up with the souls of the mothers in the Evas, the neural connections and, well, if you look for "Sadamoto interview" in the ML archives at eva.onegeek.org for some messages sent by "M" you'll read for yourself.
