"Salvage" is a term that applies to technological soul manipulation.

To play devil's advocate, these two bits, taken alone, wouldn't have to 
imply any more than Rei-Kaworu-Angel.

Well... except for the problem of reconciling how Rei can be an 
artificially-created Yui copy and have a true self 'not human in form' at 
the same time.

For whatever it's worth, the "fractal legs" aren't on a Rei scale until the 
#24' redraw.

Since the Angels are touted as being Adam and her children for the majority 
of the show, labeling Adam's antithesis (and her avatar) as "Angels" is 
really confusing. At least, until we get some cryptic words from Misato in 
#25' and, with a bit of work, can deduce the "real" meaning of "Angel". But 
by that point assigning Rei an "Angelic" nature becomes fairly meaningless, 
since the entire cast (sans Pen^2) is just as qualified.

By "Unnamed Angel", do you mean the Second Angel who remained absent from 
the roster all the way to #24?

The simplest explanation is that the unborn Angels were jettisoned hither 
and thither when the White Moon exploded, and a couple wound up in space. 
(Sandalphon landed in Mount Asano because Anno made it so. "MUST ... HAVE 
... MAGMA ... BATTLE!" So I've heard, anyway.)
