That's what *Americans* think of France.

Britain was a Colonial Empire for *centuries*. Germany was smashed in 
WWI and WWII because, as the newcomer it was, it dared try and play the 
grownups' game and was denied a piece of the action by the established 
powers (USA, UK and Russia).

It's a bit simpler than that. If you look at anime/manga at that time ( 
but also other fields - I seem to distantly recall some fashion shop 
names, for example), German as a language was the cool thing of the 
moment. Evangelion just amplified a trend.
