Not really.  He made 4 guest appearances last year, so he's still around. 
It would make more sense if ADV was doing Rebuild, because he has utter
contempt for the company to the degree that I've heard more than one
outrageous version of his falling out.  This is why he did the movies
(Gaijin/Manga) and not 21'-24' (ADV).

I'm not surprised that many of the characters have been recast.  I would
imagine that Allison Keith and Spike Spencer were 1) still close by and 2)
available.  If I'm not mistaken, Amanda Winn Lee and Jason Lee moved out
to California when they formed Gaijin Productions, so it would make sense
why their characters were recast.  Although regrettable, Rei was one of
the last characters to have a consistent voice through all incarnations of
Evangelion.

Although proximity may not be the only factor.  I think Asuka was recast
as well, judging by Tiffany Grant's reaction to the subject of Asuka in
Rebuild when I talked to her at Anime Central.  She seemed very upset, and
judging by her attachment to the character, not being able to portray
Asuka again is the only thing I could think it could mean.

So if I'm not mistaken, Misato (Keith) and Shinji (Spencer) are the only
voices to be consistent throughout everything.
