No, not if they license the existing dub track from Manga
Entertainment. Manga owns that, and if Funimation paid them for it,
under the provision they could make edits to the re-release (which I
doubt Manga would care about at this point) they could make the
changes you're speaking of.

On the technical side, if Manga provided the unmixed, multi-track,
master it'd be easy to replace. Assuming those assets still exist,
haha.
