[EVA] German Tapes in the US?

I have a TV card on my computer so when I watch anime I do so on my
computer. The VCR is not so much the problem as is the TV. When I watch
videos on my computer there is an option in my software to switch NCSC/PAL 
and one other type which I do not remember. So it is possable.
