Actually, the last two episodes can be seen as the climax in that
Shinji must come to terms with his thoughts and feelings during these
two episodes.  But it is the more superficial plot that captures the
attention of many of the viewers.  They are expecting big explosions
and everything and pay little attention to the psychology of the
characters.  Since there isn't too much action behind this plot, these
people become disappointed.  As for resolution of the robot stuff, I
don't see much resolution there at all.  Kaworu is dead at the end of
ep. 24 and that was that.
