Actually, it's just one of those things about anime. They usually
have some sort of recap episode midway through the season. Or, for longer
running shows, they have it at the end of a season. It's a refresher
course in the show, really. And EVA, as compared to, say, Fushigi Yuugi,
did it rather cleverly--they presented it as a debriefing by SEELE. (FY
just did clips of previous episodes with Taiitsu-kun doing a narration of
what had happened.)
I don't think Gainax was in financial trouble there, really. Not
yet.

The only one I can really agree with up there is 4. Now _that_ was
boring and gratuitous. I liked 2, because it showed Shinji beginning to
adjust to life in Tokyo-3 (and, of course, the great action sequence). 17
was necessary to set up 18.... As for 13, I can't really recall it at the
moment. <shrug>
