Depends...  there are both licenced and unlicenced companies in HK.  I
think they are 4 major licenced manga companies, Witicomics is one.  The
printing quality for all of them is usually superb, a couple years ago
Witicomics even started to use the same paper that the Japanese
manga uses (soft ones).  I think the awful ones that you found are most
likely the Taiwanese bootlegs.  Translation-wise... unless one is very  
familiar with both Japanese and Chinese, otherwise s/he is in no positions
to judge.
