Why don't you think Units 00 and 02 have any?

Unit-00 can go berserk, it does so often enough to believe it has a
mind (soul) of its own.

Unit-02 in ep. 21(?) refuses to listen to Asuka when she shuts herself
from it.  She then cries for her mother's help her as if the Eva was
her mother.  Its enough evidence for me.

I don't think the scrolls are shown.  It wouldn't matter if they did
though.  Its not like SEELE would just whip out their scrolls and tell
Gendou "This is the way it's done."  :P
