I think it's Ep. 14 because it is when you first learn what the whole 
Eva project and HCP is really about.  You also see that there's more 
to it than just the Eva kill angel sort of plot.  As for the 
psychological stuff, it starts looking at Gendou's mind in a mild 
way.  "You're too concerned about Rei, Ikari."  It lets you know 
there's more to come with people's thoughts.

## I would also vote for Ep.14. The series of static black-and-white 
## text interpersed with cuts from previous episods signifies an
## end of a phase. It gave a somewhat ominous feeling. Also, the mood
## definitely turns gloomy from that episode.
