We find out about Kyoko, Asuka's mother, when we start seeing her
repressed memories in later episodes.  She goes insane due to testing
involving the Evas.  This was probably when her soul was absorbed by
Unit-02, driving her over the edge.  Asuka sees this change in her
mother, especially when Kyoko starts talking to a doll as if it were
Asuka.  Kyoko eventually commits suicide by hanging.  As for playing
an important role in NERV, well her soul helps Asuka to pilot Unit-02,
right?  As for the HCP, I don't think she had anything to do with
that.
