Step One: (choose one)
1a: Get a colocation account with an ISP.
1b: Have a T1 run to a convinent location. Wait months for NYNEX/Bell
    Atlantic to get the job done.

Step Two: 
Set up a computer with your favorite OS. Hint: It had better be some
flavor of Unix. 

Step Three:
Install a MTA. I recommend Qmail.

Step Four:
Install a list manager. I go with a custom version of ezmlm.

Step Five:
Announce to the world your list. 

Step Six:
Write long and pointless messages to people who write short and off-topic
message to the list, warning them to stick to the topic. Be prepared to
take action should they ignore this warning.
