I agree.  In one of the later episodes, I think Ep. 24 after Rei II died,
Misato wanted to be held by someone.  She tried to get Shinji to, but Shinji
wouldn't let her.  After that, she went to the t.v. room where Pen Pen was at
and said something like Pen Pen come to me.  Pen Pen just turned arounded,
stared at her, then went back to watching t.v.  Misat then said, "I see.  It
seems that any man will do."
