Here's my take on Adam, Lilith, Rei, and Kaoru.

There are two ways to start the HCP/Instrumentality/Third Impact/whatever.
The first, SEELE's plan, involved Kaoru and Adam. Assuming Kaoru or a
Kaoru clone(!) was able to get to Adam, the SEELE eventuality would occur. 

Gendou's plan involved Lilith and Rei. He had formed this plan since his
wife died.

My guess is that SEELE dosen't conmsider Kaoru to be anymore of an angel
than they consider Rei to be.
