Yes, Pen-Pen does have a few lines in the voice drama on the NGE: Addition CD.
(Which is absolutely funny, with the cast of EVA trying everything from
really 
skimpy plug suits for Asuka and Rei to transforming EVAs to a Sentai
version of 
EVA to increase their ratings.  Of course, it's in Japanese, but it still
makes 
the CD worth it if you have any knowledge of the language).

I seem to remember from somewhere that Pen-Pen's voice was done by
Hayashibara 
Megumi (Rei).  However, going back over everything now I can't seem to find
where 
that was stated, so you may be right.  The Addition CD booklet doesn't list
the 
cast, as far as I can tell.  Anyone know for certain?
