[EVA] Unit-3's soul (slight spolier)

Hello
    As you may recall I was the one who brought this question, but never got
a stright answer that everbody agreed on so I have been watching all the Eva
tapes up to 10 and came to this answer about Unit-3's soul or core as many
have called it.

As you know all the pilots are found by the Marduk, but in recent episodes
we find out that the Marduk is in fact a smoke screen for NERV. That NERV
controls everything that deals with the Evas and the pilots. Only why the
canidates are not informed of their selection to be a pilot for a Eva is
because they have to await the completion of the Eva they are going to
pilot.  Ok I might have lost you on that comment but I am getting to the
point.  Here's my idea,  Touji's sister was in fact inside Unit-3. You might
be asking how or yelling "she was not Unit-3 had no soul, it had a core".
But hear me out, during the first attack on NERV by the 3rd Angel, the city
must have been in chaos, and all the citizens are post to be in selters in
the Geo-Front, right.  Lets say that NERV knew who was going the pilot of
Unit-3 before hand. This is where Touji's sister comes in, they say she was
crushed under a building, but lets say instead of being crushed she was pick
up by the "men in black of NERV". They took her to NERV forcely or told them
that Touji was there or something
