Budget come to mind... But perhaps they did not want to ruin its image as a
giant lifeform in the course of the TV series. More gadgets Evas use, more
machine and less giant living form it becomes. I guess in the movie, they
could afford to do it because the series was long since over, and the Eva
units' image were already set in stone by that time (I.E. Anyone who came to
see the movie would probably know that they are not huge robots). I mean, just
look at the scene where 00 uses that rocket  during the battle with Matriel -
it looks pretty robot-like right there.
