Perhaps my tape is of extremely bad quality, but I remember seeing
buildings or something underwater when Gaghiel dragged down Unit 02.
That's a lot deeper than 30 feet. 

And if I'm wrong about that, I'm -pretty- sure we see more than 30 feet of
urbania submerged in episode 1.  It's enough for Sachiel to paddle around
in, and also it looks like city stuff so it's not like it was right on the
coastline.

I think we're dealing with a bit more water than you think.  This is
nitpick, but...
