Tom, 'shi' is 4, whereas 'ichi' is 1.

Why they do not use 'Ichigouki' is a in-joke. The first set of completed
films of an anime (or movies) are called "Zerogou", and is usually a draft
version. The second set is called "Shogou", the third set is called
"Nigou", etc.

ps. I have finally bought the DVD machine and is now watching the first
EVA DVD. In each EVA DVD, there is a DATA SECTION. Many info there
maynot be found in other places (as least, from my knowledge).
E.g. explicite statement saying Hayashibara Megumi provide the voice
of Shogouki. Also, many no-name roles not credited in the end
credit can be found in thr Data Section.
The Data Section has 4 parts : Episode Info/Glossary, Staff Info, Cast
    Info, and Scripts.
