[EVA] Dainiji Seibi Keikaku (NEW)

I still haven't gave up by searching the inner meaning of this quote...

I've done several researches, on several dictionaries, several grammar
books and so on. I've also checked the original scripts.

That's what I found:

1) 
In the script, the serif of 'THE MAN' is *divided* into *three* part *all*
saperated by *full-stops*! That's how it looks:

We'll join the construction plan from unit-8 (STOP) The 'dainiji seibi
keikaku' is still alive (STOP) the remaining problem is thats pilots are
still to be found (STOP)

This IMHO means the fact he first was referring to *his* country in the
first phrase would *not* assure us he's still doing so in the second.

2)
The meaning of 'dainiji seibi keikaku'

Dainji = second, number two
Keikaku = project, plan

No doubt on these two, I suppose.

Seibi... That's the point. Actually I found out this could mean some
diffferent things...

This is a two kanji word, however as I find also an omophon with different
kanji, I try to write them. Please bear with me for my poor ASCII art (I've
never done something similar...)...

According to my textbookS this could mean:

1) The equipment (to equip) - dispose - 'putting up' something (ie a ship,
a room)

2) The adjustement - settlement - repair - mantaining - ordering (put in
order, proper form), regulamentation of something (in *both* phisical and
*metaphoric* uses: ie 'to settle accounts')

3) The *phisical* completion/improvement/construction/re-construction of
something

4) The accomplishing of something (ie a duty)

I didn't find 'installation'... However I suppose is pretty like
'equipment'...

NOW, 
thinking of the (3) we could suppose that THE MAN is referring to a 'second
plan of recostruction' for HIS nation, pretty much like the 'second plan of
trasferring of the capital' for Japan. After the SI, such a plans *always*
make sense... 

BTW,
the fact 'dainiji seibi' strikes back in episode 22 (in a coversation
between Misato and Makoto about... a supposed second use of Evas!) lead me
to think the *first* 'daniji seibi' was also referred to such a thing. I
mean, following the (2) we could assume 'daniji seibi keikaku' as: 'the
project for the second order' or 'the project for the second settlement' or
'the project for the second program'.

IMHO this would refer to the production of Eva series (the second
construction plan of Eva).

I would really aprreciate any comments, expecially from anyone who cuold
read/understand japanese (Patrick, Shoichi-san, where are you?)
