Well, there really is no Marduk agency.  It's just a cover.  Nerv has
already gathered the children.  Here, I'll quote Kaji from ep. 17: "Malduk
Institute does not exist.  Nerv alone is pulling the strings."  The
"candidates" (heh) are already gathered in class 2-A.
