Well, ignoring Shinji and 00 because that would lead to a 00 discussion,
there are real reasons for cross-synchronization.  First, a brief note,
Shinji cannot normally synch with 02.  In ep. 8 he is able to do so
because circumstances are different when there are multiple pilots in the
plug. (I'm not going to go into the details right now.)  However, Rei is
capable of using the DCS synchronization method which accounts for her
ability to cross-synchronize.  Truth be told, under normal circumstances,
she could attempt to synch with 01 using wither the DCS or the traditional
PCS.  (Of course, the core (Yui) can reject either method if she so
chooses. (ep. 19))  As previously mentioned, in theory, Rei should be able
to synch with 02 under a certain set of circumstances using the DCS
method.
