Um...could be the alien race, could be the sub-branch of "intelligent
life" (which I tends to think is the case). BTW, as you might know, the
"angels" in Evangelion are actually "Shito" (Apostles). So they are not
the "Angels" that got merchandise in US Corp. marketing machine. Then
again, you are more than welcome to believe that they are really angels.

Still doesn't proof God has an active role in the world of Evangelion.
