Actually, the third impact is the first stage of Seele's version of the
HCP.  Two important differences there.  First, it starts with the third
impact in order to kill everyone, and then it works from there.  Second,
it is important to remember that this is Seele's version of the HCP.  They
got into an argument with Gendou because they had different ideas about
how it should be done.  There is some evidence that suggests that his plan
may not have involved the 3rd impact.
