There are two problems with this. The first has already been mentioned,
that what Kaworu was sitting on was too small to be the angel. Assuming
that this is the same thing, I'd say that it lends credence to my statue
theory. Not only could a statue be this small, it's already made of stone.

The other thing against the object being 00 is that it's too close to the
shore. I think the body of 00 would be found, if at all, in the center of
the explosion.
