Okay -- Facts time.

We have two EVAs which apparently require souls, for EVA to activate.
We have two corresponding children, matched with particular souls, Shinji being
exclusively matched.
We have ONE child, picked because he was the only one a core could be made for at
the time, and it needed to be done quickly.
We have Unit-04, gone during S^2 engine testing. No pilot known.
We have MP Evas, with KAWORU (very important) dummy plugs -- Kaworu being able to
sync even with a dormant, and very possibly soulless, EVA, by linking to the primal
mind directly and using it as a puppet.
We have REI -- an enigma. Able (3rd incarnation) to generate an AT field equal to
Kaworu's, so quite possibly able to control Eva-00 the same way he did. Of course,
she does not do so, in her second incarnation, and has the lowest sync rates most of
the time, hardly likely if she could simply tap into the Eva and play it like a
puppet.

Where does this leave us?

Unit-01: Yui
Unit-02: Asuka's mom
Unit-03: Someone close to Touji; otherwise, if all that was required was a personal
pattern, anyone could have been picked and it wouldn't have mattered.
Unit-04: Un-piloted, Un-souled; it never got that far.
MP EVA's -- unsouled, BUT pilotable by Kaworu dummy plugs for the obvious,
stated-above reason, controlled the same way Kaworu controlled Eva-02.
Unit-00: Still an enigma. More probably souled, because Rei II otherwise could have
taken it over, but still there exists a possibility that Rei is pulling Kaworu's
trick to a lesser degree.
