Number of Units; was [EVA] Lance, Third Imapct?

Yah, they said 'eight'. Its a bit confusing, actually. In the Jet Alone
episode Gendou's talking to that dude on his LEO plane flight, and the guy
says his country is beginning work on Unit 08, Hachigouki. They also
mention Unit 06 is being built somewhere that isn't important (we find out
later that parts from it are used to repair Units 00 and 02). So though
they only talk about there being Eva Units up to 08, I still can't work out
why SEELE says that 'Eight units were to be constructed' - 'So there are
four to go'. There are no Evas in the last two episodes, and then there are
nine Mass Production models in the movies. It must be another mistake in
the script - was it changed in the Japanese video release?
