That line is so up-for-grabs it's not funny.  Not only does
Mitsuishi's delivery of it contradict what had gone before in the
series, but the printed scripts would seem to imply a different
reading than hers.  Whoever was the voice director for "Air" goofed
badly, I'd say.

But by that reasoning, Gendo is the 18th Angel, too (and Misato, and
Shinji, and Asuka, et al.).
