Nitpick time... Not directly at least (from my recollection). The people
who say so are Fuyutski (when he first came to visit Gendo) and Naoko. The
only other instance is EoE during Misato's eplanation sequence (where they
flash pictures as she talks about stuff). You could always argue the
Death/21' footage of course.

Not necessarily though. Going on points of origin of existence, Lilith/Adam
(some would assume as a monad) appeared first (duh). Then you have that
troublesome number two spot. After which, we have Sachiel and the gang.
Then you've got good old Kaoru, followed by Lilim. Ignoring spot number two
for the time being, think about the Angels (except Kaoru). Misato's line
from EoE (Bochan Bird script):
"But that was in order to minimize the damage by returning Adam to an
embryonic state before the other [Angels awoke]."
Awoke would connotate previous existence, just in some sort of
hibernating/torpor state (What's the original Japanese here though? That
could make a differnce I would think). This being so, then you have
Adam/Lilith, number two, and the Sachiel-tachi (to borrow a term) already
existing. They didn't just spontaneously appear after SI, they just "woke
up" from where ever they were (my opinion as to possible location - The Sea
of Dirac, but that's another thread). Then of course, you have Kaoru/Tabris,
who didn't come into existence until after SI.
This presents a problem as to what to do about the fact that Lilim (humans)
come after Kaoru. Perhaps it's wrong, but I don't think that Lilim
constitute a true spot until they've been combined into a singular entity
(the Completion process in TI). Of course, if we go by the scheme that the
Angels are to be defeated, the moment that humanity becomes the Lilim-Angel
in TI, it must be destroyed - which can cast some doubts as to the true
intention of Seele's plan (whether it was intended to completely give up
individuality, or to go through the Instrumentality process and then
return). The other interpretation of humans being the last Angel depends on
the interpretation of the numbering scheme as an encounter log, with the
final enemy being human (the JSSDF raid on NERV). But then, that deals with
an alternate interpretation of the numbering scheme, and shouldn't be
figured in here (as I'm not aiming to compare the possible schemes at this
time), just remembered as an aside.
