Mmmm....sounds like you're grasping at straws.  But let me point this
out:

People are stupid.

Sorry to tell everyone this, but they are.  Baka.  Dumm.  Stupide.  The
reason I say you're grasping at straws is that  most people, even Big
Evil Seele would go to SUCH extrodinary measures to make these things
happen, 15 years in advanced.  If there WERE a conspiracy in 2000, then
the end result would have happened MUCH sooner, for humans are impatient
too.  Look how old most of the SEELE members are - they would probably
be worried that they were going to die in 15 years, or that SI would
kill them.  In short, you're being paranoid, grasping at straws, and
you're pulling this stuff out of the air.

What does this have to do with anything?

Where do you get this?  Do you have any proof to back you up?  Jargon
Book, manga, series, RCB?  Besides, if we assume (big assumption) that
the lance is (or is a clone of) the original lance, then how would they
have put the s^2 engine in it?  Not to mention where would it have fit? 
It's a thin piece of...well...something.  And is the S^2 engine an
actual engine, or is it just a chemical or substance?  I could buy
chemical or substance, then it has a chemical reaction with Adam/angels
to kill/wake them up/whatever them.  I could also buy that a
chemical/substance powers the Evangelions.  Comments?
