I'm more slanted towards the idea that Kaworu was manufactured the way Rei was
and with a purpose, though I wouldn't know who put the genetic material.

She's partly Yui, as for the rest we don't know.

She wanted humanity to be remembered beyond its existance. She probably had
taken part in the project to create 'immortal' humans that would've stood
forever as a testimony for humanity. When the accident with Unit-01 happened she
probably chose to go with it, trusting that it would've been Shinji the one they
would've had to put in command, so Seele's plans of aommon death would've been
thwarted.
