I think that is the case; most of the skyscrapers are actually launch points
for Evas or storage of weapon or power cable.  Throughout the whole series,
I never felt that Tokyo 3 was very populated, considering the total
population must consist of:

1. NERV employees, which should be substantial considering the size of
Geofront.

2. Their families.

3. Restaurant owners, Karaoke owners, etc.  After all, even NERV employess
need a break sometimes.

I think Tokyo 3 is fairly minimal in population; everyone there has their
functions.
