Actually Shinji says in the series that he is a child. But the sexual behavior in Japan, as stated by someone else, is very different from the western one. Usually erotism in asian cultures is not viewed as something necessarily or even possibly sinful. Even the Evangelion series has some sexual content (especially Shinji masturbating in EoE).
